Another way to "continue" a dimension is to double click the next point after creating the first dimension. The dimension will be placed aligned with the first string and repeat the same way as you go.

Sometimes they do not work in orthographic views. Quirky and problematic IMO
If I knew how to link to previous posts, I would point you towards several I made regarding LO dim issues. In certain instances, when you set up an orthographic projection in SU as a scene, LO still dimensions a 3d object. The ortho projection is not flattened.

The instructions above indicate there is some drop down list for locating the new toolbar. I do not see one anywhere. Please review.
Since the Command Panel does not exist, do I just take buttons from established toolbars to create my new toolbar? and use the ctrl key to copy them over as Krisidious advised?

Here's my problem:
There is no customize tab, panel,option, or button in the view pull down menu
I have tried to copy a button from a different toolbar, but it moves the button instead of copying. The copy button when right clicking over tool does not do anything.
Anyone know why? or how to do this.
Also, there is no option for a text editor in preferences, only an image editor.

I spoke too soon. I was zoomed in tightly when trying Nick's method, and failed to notice that it moved the entire dimension string not just the text. Also, if I double click on the text, I do not get the insertion point. Not sure if that is a setting issue or not. Tried to do this on two different machines thinking graphics card issue, but same results. When I try to constrain just the text(dim), it floats and placement is by eyeball. Aside from exploding the dimension, which is unsatisfactory, there does not seem to be an accurate way to adjust dim text and have it remain linked to the model.

So if you want to move the text constrained about the string, Double click the dimension, highlight the text then, first move the insertion point onto the string. You can then slide the text constrained on the string. I do this often with smaller dimensions.

Thanks for verifying what has been frustrating for me. This is one of the reasons I am not satisfied with LO dim tools.
Also, not being satisfied does not mean "will not use", but still hoping that LO will improve in this area.

I'm wanting to move just the text. In Acad I can slide the text horiz and vert when ortho mode is on. Sometimes the geometry that is being dimensioned interferes visually with the dimension text. In those instances I like to slide the dim text so it can be read clearly.
So far with LO3, all I can do is move the dim text in an unconstrained manner, leaving it to the "eyeballing" technique for placement.

Also, forgot to mention. If the model checks out and everything is true/square, then use the delete coplanar plugin, and all those goofy extraneous lines will go away. I'm not sure how to link you to the page with the plugin, but it is in the plugin sub-forum somewhere here on Sketchucation
Can you post the file?
Chances are the planes of the walls are not flat, but that's just guessing without the file. If you go into the style menu, then edit, change the edge color option to by axis. The edges then will either be red, green or blue if they are parallel to the axes, if they are another color then the walls are skewed/warped and that is what is causing those other lines.
See if that helps.
If you select only the groups and/or components of the modeled house and explode, the clipping is eliminated. Why? I have no clue.
I left the terrain and imported plans alone (unexploded) and clipping was not an issue. One thing that I did notice was when the "house" was exploded there was a dimension "20m" that was floating very far from the house, but the clipping was not an issue whether that dimension was left alone floating out there or deleted.
Hopefully these observations help someone else narrow down the culprit for you.
Certainly purge all unused stuff, but if your model is large due to the nature of the model, Chris Fulmer had a great tip regarding using scenes to handle large models. It is a very creative way to deal with this issue. I'm not sure if his models were as large, but I think his methodology might be applied to your situation.

Not sure what is going on, but for the heck of it I exploded all of the groups and the clipping/sectioning went away. So, I'm guessing there is something going on with the grouping
