hi - I use JHS Powerbar for this purpose.
Included are the two drop tools by R. Wilson which either drop objects onto the geometry below (no matter how shaped!) or onto any desired Z-level. (I hope I understood your question correctly and this helps you)

I suppose it gets more complicated with the subscription and I'm not sure what will happen to 2020 when I update to 2021 since both would be under the subscription license.
To be honest I don't know why I keep those old versions installed. well, it comes in handy once in a great while when I need to create screen shots from older versions for instruction. I'd never go back to using those older versions for my day to day work, though.

The window is probably opening off screen. Try this: Open the Add More Imagery window, even if you don’t see it. Hold down Alt, and tap the space bar. Release Alt, and tap the M key. Tap any arrow key. Now move your cursor, and see if the add location window is attached. Left-click to drop the window off where you want it to be located.
What version of SketchUp are you using? Are you still using SU2017 as indicated in your profile?
Am I right..? It doesn't necessarily mean " a year". Say my subscription runs-out on November 2, I cannot use SketchUp then. If, however, I want to use SketchUp Pro again, I can resubscribe any time, Such as December 22, and a new year's subscription begins on that date?
Unfortunately, too many people take length snapping to mean grid snapping, which is not what it does. This misunderstanding coupled with how it actually works can cause subtle errors in models. The resulting problems are usually discovered much later when they have contaminated other entities and become difficult to correct. Like Box said, just turn it off and leave it that way.

I believe the only thing you can do is reduced these disruption by increase the number of segments of all rounded parts: cylinder, cuting forms etc...
But as SketchUp is not a Nurbs prog you will have always little default of continuity in Boolean operations when they are not straight lines!
Else best plugin for Boolean operations is BoolTools 2 ! (better than the native function)

Select the DC in the Component tray and then right mouse click and select properties. That will let you go for the 'Glue to' and the 'Cut Opening'. I tried this on your DC just now and and you will need to open the DC for editing, select all the sub-components and move them down to the Z=0 position for the vertical 'glue to' to work. At present the back of the whole component will stick to the outside wall face. (try it first after setting the 'glue to'. Also, to cut the outer wall face create a rectangular face (inside the DC) level with the outer wall face. Delete this face to leave just the bounding lines. Do not group these, they form the cutting element. Exit the DC and bring in a fresh DC from the tray - this should now give you the one face opening cut.
