The reason the toolbar appears is, because there are updates available - hence the red marker on the first button - not present otherwise.
If you open the ExtensionStore dialog and choose to install the updates, then close the toolbar, when you restart SketchUp the toolbar stays off, until you next activate it.
If you don't want the updates simply dock the toolbar in the side bar with others, it's unobtrusive... -

The method File.exists? has long been deprecated, but worked.
In the latest Ruby version it doesn’t - File.exist? - works in v2024 and older versions as well.
Many developers are working to adjust their code accordingly.Have patience and post any instances in an affected extension's thread - as there are 100s of 1000s of line of code with the tiniest corrections needing to be found and change, then the extension re-encrypted and signed…
Many authors have already fixed their extensions, so look regularly to see if there’s already an update available…

Yes.
Make the non-auto-updating SectionCutFace unLocked and choose a material/color that's already used in the model [from a list].
A SCF's material applies to all faces, but you can edit the group and apply any material to any face etc... -

Use the Outliner.
You can then expanded the 'tree' and select the nested Container, and double-click it in the Outliner to edit it that way. -

RE: Silly/Dumb Question about Guidelines
You can't do that in one step. Do this.
Use the Tape-measure tool to make the first at 1/2" as before click to confirm, Select the guide line, and chose the Move tool, press Ctrl to invoke Copying, make the copy off 1/2" and immediately type 9x press Enter to confirm.
Now you have 10 guides at 1/2" spacing.
You can make multiple offset copies of selected things, including guides, but you can use the Tape-measure tool to make more that one guide at a time.
You can also make radial copies at set angles using Rotate + Ctrl for Copy and entering the number needed, press enter.
It's probably best that when inputting lengths or angles to the use 9x rather than x9 as the leading letter might sometimes get confused with ab x shortcut.
To make guide copies at a set spacing, e.g. use 9x but if you want to divide between a start and end guide manually pick the start and the final one and use 9/ to divide - that way you don't need the exact dimension, but can be sure the spacings are all equal. -

You should go to the PluginStore and update to the SketchUcation toolset v4.4.0 which has been specially reworked for v2024 compatibility. If deals with the SCF licensing for many extensions.
If you use any of Fredo's extensions, he has also updated them all for v2024 use and don't forget his latest LibFredo too...
After installing these restart SketchUp to sync everything... -

@grizzler When you [re]installed SketchUp/Layout did you do it properly.
If not then you can repair it without affecting anything you've got set up.
Close SketchUp/Layout.
Find the SketchUp installer's exe file - usually in your Downloads folder.
Select the exe file's icon, right-click > context-menu > "Run as administrator"
When prompted choose "Repair".
When it completes restart your computer and see is SketchUp/Layout now works as you expect...
Running a complex app's installer's exe file by double-clicking it to 'Run' it is not the same thing, even if you have admin powers. -

RE: How to remove non-existing but listed Material Libraries?
It is not completely hardcoded.
When SketchUp installs it makes a set of default folders e.g.
C:\ProgramData\SketchUp\SketchUp 2024\SketchUp\Materials
is one of those, containing the materials in subfolders that you no longer want.
If you delete it completely or rename it - say Materials!
Then it shouldn't load next time.
However, if you reinstall or repair v2024 it will be recreated.
BUT when you run SketchUp it is recreated As Materials BUT it is an empty folder.
You can also delete selected subfolders, if you still want some of the default materials to be available. -

RE: Seamless tiling
The joints need to be whole or a half [or zero]. At the moment the short lengths of joint don't add up to a whole joint, hence the oddity when the texture repeats.

RE: C SDK save in 2022 or 2023 formats

The issue is more widespread than this.
If you have a v2023 file and attempt to load a SKP component that's v2024 it will fail 'silently'.
Also trying to open a v2024 SKP from within v2023 also fails the same way.
If you manually open a v2024 using v2023 an message pops up about it being from a newer version, but you can skip and continue...So any code which takes an exported v2023 component, manipulates it via the C SDK and returns it as a v2024 file is doomed to fail as explained above...
Perhaps the only way is to spot the version of the 'parent' SKP and its exported component, and use a suitable C SDK file to process it back into the compatible v2024 format ?
For backwards compatibility it'll need to cover v2023, v2022, v2021 and v2020 files because the 'versionless' v2024 format breaks those [perhaps using v2020 format for all exports would work in all newer versions ?] - more testing with any upcoming v2025 might reveal further issues...
