      Years ago there was such a tool by TBD [AddTime?] which seems to be no longer available. I have a modified version of it that I use personally. But because of possible copyright issues it's not publicly available...

      Curviloft does not work immediately. I've tried it extensively. Only when I split faces in 3 sections could I be able to create the right meshes. The problem is curves are bottlenecking and need to follow not one but two unparallel rails. What I got with this is that the rails now have a fixed thickness, wich should be good for construction purposes. That's a tough one and made me wish for that bridge tool you got on Maya. The trick is to think of the surface divided up into triangles (or quadrilaterals where you can make four coplanar edges)... Once they are all drawn in, you can use the eraser tool (with Ctrl held down) tool to smooth those lines into a continuous surface. The many skinning and lofting plugins available do make this a lot quicker and simpler, but doing it by hand can sometimes give more control over the triangulation so that the "undulations" of the resulting surface are as you would like - and doing a few manual ones will also give you a feel for how the "skinning" plugins works for a better understanding of the variables in their setup dialogues.

      It's probably a "crap job" DWG file causing the problem. There's a reason that the edge you point out looks thick. Most likely it's two lines very close together. It carries around the arc at the end, too. If that shape was drawn correctly with only one edge along there, the line would display with the same thickness all the way around. Could you post the SKP file showing the problem?
