Will anyone know how to turn off the automatic zoom?

I will explain myself:

When I make a small scroll with the mouse wheel, the zoom does not stop, until I hit ESC or click on the mouse wheel. It happens with both zoom in and zoom out.
It is very uncomfortable for me, since sometimes I need it to be a minimum zoom.
I have version 2018, run in win 10 x64 and a cougar 200M mouse.

In the last version (2017 this situation don't happend).
