That sort of thing is done with a Transformation. Look up Transformation in the SketchUp Ruby API documentation.
I have seen other reports of problems with Vray. Try disabling Vray and see if the behavior in SketchUp improves. You should also get on their forum and see if anyone has a solution.

You can disable 'Safe Frame' via Asset Editor in Vray 3. Asset Editor > Render Settings > Render Output
