That's not a good argument in today's world, maybe last century.
Uhm.....They have at their dispoasal the whole internet with a guaranteed worldwide viewership for anything they care to air. They only need to make a system that is easy to use, paid or free with ads (like on TV). I really don't understand why they are still sticking to the ratings from a single country when all the world has seen these shows. If they don't make them available in a way that benefits them, then they will only lose money.
