I painted it on in Substance Painter. It has a weld brush so its easily done.

An ~~free~~ affordable at $16 and quite capable alternative is ArmorPaint

ArmorPaint is a software designed for physically-based texture painting.

Great assets all. Armour paint is not free but it is cheap enough not to matter tbh. 16 euro's is near enough free for me anyway.
