I painted it on in Substance Painter. It has a weld brush so its easily done.

An ~~free~~ affordable at $16 and quite capable alternative is ArmorPaint

Great assets all. Armour paint is not free but it is cheap enough not to matter tbh. 16 euro's is near enough free for me anyway.
