vector based applications as CAD systems or graphics applications do typically not benefit from multiple cores, raster based applications can.
The modeling performance of SketchUp, AutoCAD, Revit, Rhino does rely on the single-thread perforamnce of the CPU, compare it here.

right, the Windows default user has administrative rights. Important is, not to install under an other user account but the same which should be used for SU.

which is the same? Everything from a GTX 1050Ti (or better) is typically fine, the GTX 1060 does have a pretty good price-performance-relation. V-RAM dependend on screen resolution, better more than regretting later. Be aware, that higher screen resolutions (e.g. 4K) do have an impact on the screen output performance, i.e. need more GPU power.

if launching SU without resp with an empty document requires minute(s) there is surely something havoc normally not related to hardware. Is there any CPU activity related to SU during startup (see Windows Task Manager: "Win+R > taskmgr")?
First do an uninstall, restart Windows with the desired user account (not admin etc.) and launch the SU setup routine by "right-click > Run as Admin".
Ensure that no plugins (besides the SU natives) are installed/running (see "Window > Extension Manager...").
If you can get hold of (e.g. lend) another graphics card (nVidia GeForce GTX rec.), rip off the FirePro v5900 (being lame anyhow) and give it a try.

the models of the CAD series (nVidia Quadro, AMD FirePro) of comparable performance are regularly more expensive than the consumer series (nVidia GeForce, AMD Radeon). If comparing in the same price range the Quadro will be slower resp. the GeForce will be faster and therefore have a bigger footprint.
You may want compare performance here.
in short, don't use AMD Radeons (flaky OpenGL support), don't use expensive CAD models (no advantage for SU).

CAD graphics card series are not required for your listed applications, actually they are burning money for no benefit.
Buy a capable nVidia GeForce GTX 1060 6G and you're fine, as make Asus and MSI are recommendable.

...that Sketchup was mostly CPU/RAM intensive...SU is CPU intensive (single-thread performance), nevertheless for a balanced system an appropriate GPU (as well as enough RAM) is of course required too. Don't invest to much in a GPU, at least for sole SU modeling purposes, otherwise you will be disappointed.

you'll surely see improvements in SU too, at least w/ high polycount (aka big) models.
a GTX 1060 6GB might do it already, the GTX 1070 very likely:

RE: Updating SketchUp - yes or no
crashes at startup are typically related to the following 3 reasons:
1.) Win: faulty OpenGL support of used graphics card driver
2.) incompatible or faulty extensions/plugins
3.) Win: faulty program installationto fix:
1.) Win: update to latest version
1.) Win: ensure that SU is running on a dedicated graphics card (preferrably a nVidia GeForce) if available instead of an integrated graphics sub-system as e.g. the intel HD: "nVidia Control Panel > 3D Settings > SketchUp...")
2.) disable Ruby extensions/scripts by adding the following parameter to the SU command line:
- Win: "...\SketchUp.exe /DisableRubyAPI"
- Mac: "...\SketchUp.exe -DisableRubyAPI YES"
3.) Win: install by: "right-click > Run as Administrator"
3.) Win: ensure that the required SU prerequisites (= MS runtime libraries) are fully installed resp. download and install them manually -

if you still have access to the unrecovered data/drive you may want try the capable (but commercial) 'GetDataBack' (trial avail.) for advanced recovery purposes.

if you never had activated the successor versions 2017/2018 of the concerning licences there should be no problem activating SUP version 2016 on a new system.
In order to do this, you should deactivate the product activations on the old systems (see "Help > License...") at least after the product activations on the new system succeeded. Sothat the Trimble license server credits the deactivation of these product activations by decreasing the license activation counter.
All of this information should be available by your local reseller also.
