Slightly faster method is to select the circles and the face, right click->intersect with selected.

If you apply the texture to a group or component the the texture will be applied the all the faces of the group. In order to apply the texture to one face only you must double click the group to put it into edit mode and then apply the texture to the specific face. Instead of extruding the pipes from each other, id probably do it by making standard frame sections and moving/rotating them into place. If you do want to try it by extruding the sections, i reckon you need the follow me tool, draw in a series of lines to represent the frame, the draw in a circle perpendicular to the end of each line, then use the folow me tool to get you tube.
