Draw the cylinder in an unfolded fashion, draw the holes and array copy as desired, the use the extension "Flowify" to turn it into a cylinder.

Save the Earth, it's the only planet with chocolate.

If you work out the logic of the shape you can just use arrays.
Here I roughly worked out the number of segments needed then created one hole and made two arrays.
This hole is 1.5mm radius and the face is a 5mm square, and the cylinder is 142mm radius with 168 segments. It's not accurate, you need the correct circumference then divide by the 5mm centers, to get the true number of segments. I just did this by eye.
That was my guess from your info.
If you need thickness then I would make the hole with two faces in a wedge format.

Hi I managed to draw it by taking one segment of the circle (80 segments), pulling it up to the length and cutting the holes in that
            50 holes per segment
Then I copied and rotated it 80 times, so now we have 4000 holes
It was scaled up x10, I tried to scale it back down but got the spinning beach ball and it just froze up
Any idea how to clean it up

Use the bare minimum of segments for your holes.

I'm not sure why you want to send it.
Just start again and use fewer segments in the circles for the holes, and be patient, doing anything with 4000 holes can take time.
                  And I'm off to bed.

By the way, how many users accounts do you have?

Fortunately I'd finished my coffee before reading that.

24 is the default not the minimum. You could use as few as 8 and still have the appearance of a smooth circle. The minimum is 3.
