I think he means a Ruby that will divide a mesh into pieces, lay them flat to make a pattern for sewing.
you'd have to have it add material round all edges to make the seam - being exact to the edge of the cut won't work.. no material to sew.the papercraft rubies would be close (but since they don't add the needed seam material, won't be of use for this)

There is a tool to add 'glue' tabs to flattened forms...

StitchUp, pro-version comes with SewOut and Pattern Maker...
Sorry, I have not the slightest clue neither about sewing nor programming, but to me it looks like if someone would get this progammed for SU, he already went half way to make a UV unwrap tool. I remember one unwrap function in 3DS Max is called pelt mapping. Isn't it kind of the same thing how sewing patterns are basically working? It could be done with a papercraft application that can edit the seams ( http://www.tamasoft.co.jp/pepakura-en/ ) but I believe it is far too complex to edit every single triangle.
It should have some intelligent presets that work out the curves and control the tension of the material like that new plugin for creating textile sructures.just some thoughts...

It isn't free, but has a 30 day trial. I couldn't find the price and I have no use for it, but if I sewed, it would be worth a serious look.
