Hi,
I am looking for a plugin that does not exist. It can do everything and nothing.

I'm not certain but isn't it one of Heisenberg's plug-ins?

A picture paints a thousand words... but then a few words of explanation also help!
You want a plugin that lets you draw a shape in 2D and then extrude it in 3D...
Incidentally the 'movie' you supplied looks like it already exists ???
The built-in tools do that relatively seamlessly anyway ?
Draw a Rectangle and PushPull it - only one more key-press, if you use shortcuts...
There are several example scripts for drawing 3D primitives that are 'parametric' - these could be easily adapted to picked points rather than dialog entries... -
there is ! .... SKETCHY PHYSICS has a sketchy solid toolbar where you can find a Cube maker exactly like this video ... it drows a Rotated rectangle and then pushpul and then make group . ...

I think you need draw 3D directly like:cube, corn, sphere with just only input their value dimention,
