As it turns out - the user had Norton π² π π€’ Antivirus installed. When he disabled that everything worked fine.
His browser was Safari - but I'm not sure if that is of any significance.
I do say... Norton... blocks secure HTTPS sites... π
So the issue is now resolved. Thanks guys for checking.
