My Sketchup v8 copy of Pipe along Path ran it with no problems with 110mm outside, 100mm inside and 24 segments. I could not determine which version of Pipe along Path I have for v8, however. All of the corners seemed to miter appropriately.
ThomThom's Edge tools only highlighted the ends of the path.
I guess there's not much here for a solution...

I don't know if this works, or if you really want to do this, but Fredo's Check for updates has an interval box ordinarily set at 15 days.
Window>Libfredo Settings>Check plugins for update: the interface appears, and at the bottom of the frame is the input box for the interval. Maybe set to zero, or 99?
I could not find in the information manual anything, nor any setting in Program file subfolders Plugins, but I have seen registry titles relating to this during routine security scans on my system.
I do not advocate messing in the registry, just to say. -

Look below the text editor for posting questions. Two tabs Options or Upload attachment.
Click on Upload attachment, then Browse button to find the file select it then put in comments if any then "Add the file". Do this repeatedly for multiple images or files not to exceed the maximum size--I think 5Mb? -

You are saying that you want to scale a bunch of circles en masse about their centers? I don't think Fredoscale is designed to to that.
But you could select them all and use native Scale then, if necessary, reposition the whole bunch to the desired location. -

Just to clarify: You must hold the CTRL button down during the action for native Scale from center. FredoScale retains the CTRL action about center like an on-off switch.

a4chitect Smart Drop beta may do the drop, but probably won't do the rotate. Plugin is reported to have been updated in April 2013 in the Pluginstore.
Both of those actions in your illustration can be done with native tools. But you already knew that.
In fact, Move will do both with the built in inferences. -
