The 'free' plugins usually just work 'out of the box' - assuming you've put them into the correct folders as their instruction advised and you look for them in the appropriate menus sections etc... They usually have good instructions...
The 'paid' plugins often have a 'free-trial' period and will tell you when that is about to expire - their web-sites will also advise how to pay/register...
Assuming you have 'paid' - then what were the company's instructions ?
These vary by product...
You really need to contact each supplier in person to resolve any issues...
If you have a particular problem with a 'free' plugin you downloaded from here then post a message in the relevant thread and you can be sure that someone will try help you to resolve any issues...
I see you might have specific problems with 'Toolbars'...
Sometimes a plugin Tool is loaded an 'Extension' and it then needs to be first-time 'activated' under the Menu>Window>Preferences>Extensions tab 'Name'... and even then you might need to make its Toolbar active under Menu>View>Toolbar>'Name' to add it to those shown on your normal screen...
