Check if there isn't a firewall blocking the connections. Next you could try to activate while using a VPN. Some users experience that their ISP blocks large IP ranges that some times affects the license server. This is particularly a problem in Russia for instance.

I'm facing the same problem. I tried various VPNs like urbanVPN, hideVPN
Is there any good VPN that you would recommend?
Also do I need to change the VPN settings on Windows 11?
