Help with soap skin bubble plugin on handcycle model

Hi guys, I am pretty new to all of this and i am trying to put together a design of a new handcycle (bike for a paraplegic) and i am having trouble with one part of my model. I have attached my project file here if anyone would perhaps like to take a look. I am trying to create almost like a boat hull type set up with the soap skin-bubble but i keep getting into trouble in the fact that i cannot select the whole outer line or frame of the shape in one selection and even when i try go around it and manually select it all and try and use the weld plugin to join the line it doesn't work or if i select it all i get a message telling me i need a shape with 3 or more closed edges. I'm sure someone will look at it and tell me its a simple newbie mistake and either fix it or tell me what i have done wrong. I'd be really interested and grateful to hear from anyone with more experience than myself. Thanks so much in advance! Grant.

you don't want those faces, so delete them,
then erase the first and last edge of the line you don't want,
double click the remainder and delete,
fix the two missing segments, and weld you outline...I'm guessing that's what you want...

Thanks Rich and Driven for the replies, i have attached a sketch of what i am trying to achieve, sorry i didnt think of it right away. The line selection you made Driven is what i am looking to make and i can select that ok, the problem is i then want to use the soap skin plugin to achieve the curved side or hull type effect that i have sketched in my attachment. Once i have the line selected like you made Driven i cant seem to apply the soap skin effect to it as it says i need the closed face etc? If there is any more light you guys could shed i would be really grateful. Thanks again for your assistance, i appreciate it!

Do you absolutely have to use Soap Skin Bubble? Would you be open to some other tool such as Curviloft?

your approach makes it hard to visualise the desired result...

Attached is concept for you;- Your op model is very non-symmetrical, selected the planar face you have;
- Used Chris Fullmers shape bender to create what I guessed you may want;
- Made a mirror copy so some symmetry is now present;
- Use Freedos curivloft to make faces
