I'm trying to render a 2 story building. I have grouped my first floor foundation, but when I try to continue to build on top of it, SketchUp only allows me to edit the group. ??

Please clarify what you mean by "continue to build on top of it".

Did you close the group edit first (by clicking outside it or via menu - you can tell because the dotted bounding box disappears)?
What action are you taking when you try to build?

It would be helpful to see your model to see if we can sort out what is going on.

Basically, I drew the rectangular slab, pulled it, made it into a group, I clicked outside to exit, now I want to offset the slab to make exterior walls.

Okay, I figured it out. I needed to draw another rectangle on top of the slab, then offset it, then delete the inside face to avoid having two faces.

Redrawing a rectangle is no hardship...
BUT if the shape is more complex when you are in the group edit select the face and use Edit>Copy.
Then next when you are in another 'context' use Edit>PasteInPlace and the face is replicated in the same location in the current context.
There is no need to redraw the face in the new context - just copy it...
