What do you mean by "cut off a face"?

You can import a JPG as a texture and apply it to a face. Then you can make the textured face a component. that's how all of the textures in SketchUp work.

If you mean. is it possible to import a photograph of a person?
Yes.Make a Rectangle for this purpose.
Import the image-file as a Textured material and apply it to a front of the Rectangle

If you further mean, can I cut out the "person's face" and make it a component?
          Yes.
Zoom into the image and draw around the edges of the part[s] you want to keep with lines - try the freehand tool...
Once you have a complete loop around the "person's face" use the Erase tool to remove the unwanted Edges around the rest of the Rectangle.
Now you have the "person's face" as a 2d object using the image.
You could give it some thickness using PushPull.
Select it [x3-click] and use the Make Component tool...
You now have a Component that is a person's face
