Can some one make this jpg a skp for 2016 Sketchup

I have a picture I want to make into a item to be in a sign in my window and My Old Version of Sketchup Make 2016 says I can't do it . .Now it says I can't add it here as it is over 2egs LOL How do I make the file less than 2 megs ?

What exactly is your question?
You want someone to make a model? Or you want upload an image?

Why can't you import the JPG image as an Image [option in the dialog's drop-down] ?
Then you can place it where you want... -

You claimed that helped. If you can't do it yourself, you can hire me to do it.
