        Well, I'm not Jesus but maybe I can answer your question. Have you tried Curviloft? It would probably be able to do what you want. Or TIGs Extrude tools? Those would be a good start anyway.

              Select the bottom curve of the handrail.
              Use my ExtrudeEdgesByVector.
              Click on the start of the curve and move the ghost-extrusion vertically up and snap on the end of the upper part of the handrail-path.
              Confirm and the line is extruded into a curving 'surface'.
              Use Fredo's JJP on it to add some thickness...

                I often try to use Extrude Edges by Vector before other tools. This should have been a standard SU tool. It's push-pull for edges.
