Do you have FULL read/write security permissions set for everyone listed in users/groups under
Plugins folder > Properties > Security > Edit...Is SketchUp.exe set to 'Run as administrator' under Properties > Compatibility ?
How are you "installing" these RBZ files ?
Using the Preferences > Extensions > Install... button ??
What plugins do you have installed ?
How much RAM do you have ?
If you close all other unneeded programs them launch SketchUp.exe is it any better ?We need more info.........

What I do? -
Running as administrator doesn't automatically mean you have permissions to install files in the Plugins folder. You must explicitly set those permissions.
Generally problems related to plugins in SketchUp are caused by one or more common issue. None of them are bugs with SketchUp.
Lack of sufficient permissions/privileges.
Incorrect installation.
Installation of plugins that are known to cause conflictsWhy don't you try this in this order and see what happens.
-Edit the permissions for the Plugins folder so all users have full access.
-Delete any plugins you may have installed or tried to install in the Plugins folder. Leave the native ones there.
-Download and install the Sketchucation Plugin Store plugin. It downloads with the extension .rbz and installs with Install Extension... under Preferences>Extensions.
Close SketchUp and reopen it.
-Activate the Sketchucation toolbar under View>Toolbars. Click on the red icon, search for the desired plugins and let the tool install them for you automatically. -
The problem was resolved by installing su 2014.
