Where can i buy a library of images for photomontages?

As part of my job I have to create photomontages of schemes so that the local planning authority can see how the proposals will look built. One thing that I am struggling to find is good quality people to put into the montages.
Does anyone know a site where I can buy a library of good images? Below is an example of my work and the type of images I’m looking for.
