On initial Sketchup 2013 launch and attempts to use the "Utilities" extension I get a message:" Unitialized constant SCF::TOOLSS". How do I fix this?

I have a model of a rocking chair that I'm building. The arm has upper and lower parallel planar surfaces that are nearly identical. I'm trying to connect them to form the sides of the arm. In other applications I would use a ruled surface to connect them. How can I do it in Sketchup? I've attached a picture of the arm model so far.
