We have spoken with PayPal and got the same info you did. The decision making around accepting payments is with PayPal. We can't influence their actions.
Personally if I used their system to purchase and they kept my payment in a pending state for this duration I would cancel the payment and try again. I would not let them keep my funds in limbo.
This is why I advised via email, and here, you should cancel the payment.
