While using Fredo6’s Animator plugin, The top toolbars is not letting me define a new movement, the "NEW Movement" Button doesn't work. It doesn't take us to the next step of assigning a new movement to an object. How can we fix this? Thank you

Not sure what animation software you using but you should be able to do this rather easily with Fredo6’s Animator plugin. Animator give you pretty thorough control of the animation of multiple objects at the same time.

While using Fredo6’s Animator plugin, , We are trying to create an animation of people walking throughout a floorplan. We'd like to have roughly 100 people walking at the same time starting from different time and locations and be Transitioned
          along a particular path.
Does anyone know if this is possible? Thank you

For your problem of 'New Movement', could you open the Ruby console to check if it displays errors.

For animating hundred of characters, I am not sure Animator is ideal for that, because you would have to create hundreds of individual movements (say 'Along Path'). A dedicated script would be more adapted.
