Is it possieble to made effect like this in animator + vray?

This is not supported in Animator, and most probably not in Sketchup. This is a light effect that can only be set up in the rendering software.

it must be cooperation with movment and render.
chceck how to made this effect in real camera.I setup camera to long exposure but animator/vray freeze all frames like with high speed shutter.
