Motion blur and light effect

Hi there,
Is it possieble to made effect like this in animator + vray?

I made ISO in vray to 0,24 shutter speed to 0,01 and F number to max 96
and I have still image

This is not supported in Animator, and most probably not in Sketchup. This is a light effect that can only be set up in the rendering software.

it must be cooperation with movment and render.
chceck how to made this effect in real camera.

I setup camera to long exposure but animator/vray freeze all frames like with high speed shutter.
