It seems the layers tool is awol, anyone know of a replacement?

If you mean the main Layers Manager it's now in the 'Trays'.
You probably need to add it from the list to see it in the Tray.
If you mean the Layers Toolbar it's available in the 'Toolbars' - you probably need to activate it to see it.
The Extension 'Layer Manager' is no longer supported by its original author, but there are several similar toolsets under development... -
Thanks TIG, I have the toolbar and it is activated but I cannot add layers, while Twilight seems to be able to add a layer. Odd tbh.

You can't add a layer by using the 'Toolbar' [unless you have a MAC ! but that's another story...]
The 'Tray' based main layer-dialog gives you the add/delete/rename/hide/show/etc options you want...

Thanks Tig, sometimes I wonder why I get out of my pit. It had become deselected somehow and I just missed it. Doh moment of the week.
