Where Is Dimension Tool?

Folks, I'm setting up 2015 with my shortcuts and tool bars, but I can't find the Dimension Tool, where is it in 2015??

It under the menu Tools > Dimensions.
It's also a button in the Toolbar 'Construction'... -

When I hover over a Tool in the Toolbar, shouldn't I get a Popup with the Tools name? Do I need to enable something??

Under View>Toolbars click on the Options tab and make sure Show Screen Tips on toolbars is checked.
