What do you think is the best way to model the random super rough texture you see in the attached photos?
I actually need to have it modeled not just a rendered bump but I don't want it so complex that it ends up being half the model in size.

Try Thomthom's Bitmap to Height tool...

...using a Perlin Noise 64px x 64px or less
