Why would identical objects on different layers be hidden behind the model as illustrated below? Layers have identical characteristics.

An object that are on the same layer can be arranged to be above or below other objects on that layer - by using the 'Arrange' context-menu...

The order of the Layout page's layer-stack affects what is displayed in front of what...
So if the layers with the text etc are at [or near] the top of the layer-stack then you should see them overlaid, with other objects - like the view-port - displayed behind them ?

Have you tried reordering the page's layer-stack by dragging individual layers up/down ??

I tried the context menu re-ordering with no success. Now I am trying the layer stack re-order in the layer palette and it works. Very peculiar feature I must say. Thank you.

I find it very handy to be able to order things on a single layer as well as sort the layer order. Generally my templates are set up such that the text layer is first in the list, then dimensions, dashed lines, hatches, several model layers for SU viewports and then below that is stuff like on every page layers including things like borders titles, page numbers and such. On large sheets I created a layer to show fold lines to help keep important details out of those lines.

Ordering things on a single layer is useful for controlling how some objects mask others.

I wish LayOut had and outliner panel. I think it would be very useful when placing or trying to select/edit/arrange multiple viewports and mask objects on a single layer.
