Why you need a plugin for that? It would be quite easy building it with the rotate/array tool.

i thought about building it with the oob-su http://oob-su.com/ but it can not build round things, or with jolrans Hatchfaces plugin 1.8. i will look into the texture way of doing it, but dont know if its working out, because i cant edit it flexibel enough.
