Anyone with the ability to generate a raffle number can enter. As far as I am aware all mods are Premium members since before the new site launch in September 2012 as you were all involved on testing the new site prior to that.

So, yes you can enter. Admins are not allowed to enter and neither are regulars.

We've a separate plan for regular members not yet fleshed out.

All of those who will be in the "Premium Member" group at the moment when they're registering for the raffle wiil be able to participate.
Those who are not members will get a page informing them that they are not members of the premium group at the moment they try to register for the raffle.
