have light as an emissive material currently, but I've experimented with various setting, IES lights and spot lights, and I still see the same issue. -
In "indirect illumination" disable "Refractive GI Caustics"

if you are lighting only with emmissive materials, you will have that effect, there's not really any way to avoid it. Try adding some rectangular lights and set them to "invisible" and your lighting calculation will work much better.
(also - could a moderator move this to the vray section?)

Andy is right, you cannot use emmissive materials to light a scene currently. Hopefully this is another thing that gets addressed in the next release. You should only use emmissive materials to give the illusion of something being lit, like a TV screen for example.
Use IES lights in the recessed lights and supplement your lighting with some rectangular lights. You could also use an HDRI for your GI and BG if you wanted a nice night render.

he said he has the same problem with other lights, so could'nt it be the irradiance map settings being too low?
sometimes i had similar output and solved the problem raising a bit irradiance map subdivs and samples.. -

Did you try rendering the scene with no emmissive material? Try to get your lighting right without the emm. mats to make sure you have enough light in your scene.

Increasing the HSph. subdivs in the irradiance map settings will help reduce the splotchiness, but it won't fix the emissive "sparkles" that we see.
