In Britain, this kind of behaviour is an offence, and you can be prosecuted for doing that.
It happened to me a couple of years back (I got soaked, not prosecuted), but I didn't get the crim's licence plate number
He was going to fast, and I was too busy shouting & swearing- and it was absolutely pissing it down!!!! -
