Download an app called "picture this" it is a plant ID app. It will identify the plant for you. Otherwise take a clipping to your local nursery

it depends on where in the world the picture was taken

species often used for these topiary "lollipop trees" locally (South Africa):

Eugenia's
Ficus Microcarpa (Nitida)

there are probably more, spend some time researching with imagery and related links

Latin name = Ligustrum
German name = Liguster
= a small leafed evergreen shrub, used for general trimmed hedging and topiary

Given the quality of the original image it could be either.
