I have spent hours looking for some sort of plugin or extension to create dotted lines for SU Pro 2018. Does anyone have any advice or guidance?

Dotted lines are best done in Layout [Pro].
It might be possible in future SketchUp versions...
If you need them inside current SketchUp versions, then there are a few Extensions - e.g. my 2dTools has a LineStyle option to mimic dot/dash style - which works in 3d too [among its many other tools].

The 2D Tool by TIG apparently is not compatable with 2018. Every attemp to use it fails. It says its ok up to 2017.

In Layout, I can see that I can draw a dotted line but I can't seem to change an existing line to dotted. Am I missing something?

Where does it say it's not compatible with v2018 - not in SketchUp itself ?
Its quoted version compatibility is just out of date - as is its 'signature'.
However, if you install it in v2018 it will still work.
But you just need to set your Extension manager > Extension Loading Policy to be set to "Unrestricted" - and restart.
If you have it set to anything other than that, then you will not be able to use it - OR any of the may Extensions that have not been updated to the latest SketchUp version's 'signing'.
You must appreciate that many authors who provide 'free' extensions [especially the older and not recently changed ones] face major work to keep their RBZs' 'signing' up to date [for no recompense!]... When you, as a user, can simply avoid the issues in your settings !

If the line is one you drew in LayOut, you can select it and change it to a dotted or dashed line style. If the line is in a SketchUp viewport, you would need to render the viewport as Vector and then explode it to get LayOut drawing elements. You can then select the line and change it to dotted or dashed in the same way you modify lines drawn in LayOut.
