Hey guys, Am I right in saying that importing another SU file does not import layer that are not assigned to elements within the imported SU file?

Yes, unused layers are purged during the import.

If you want to export and import sets of layer-names to file, then ages ago I wrote a toolset to do this...

You can export out a file containing the layer-names
You can also import a file of layer-names
You can also write or edit a file before the import...

For SketchUp >=v2014 there is a more recent pair of scripts, which also include the layer's colors:

You export a file of layer-names, AND this also includes their RGB colors, then you can import it - any existing layers are 'recolored' to suit and new ones are added...
You can of course edit it or write the file from scratch, before the import...
