Difference between Saving and Exporting settings?

In the Options Editor what's the difference between Saving your settings and Exporting them? Similarly the difference between Load and Import.

Looks to me that "export" is the one you want to use - it saves the options related to GI settings, Camera, Sun, etc. all the regular things you can find in the options editor. Whereas "save" exports all vray settings completely. I took a look at the difference in the settings saved between the two options, see the image below. I assume it means the same thing for import and load. I don't believe the other stuff is necessary since it shouldn't change between one vray session and another. I'm sure a developer could weigh in. I'd be curios myself of the reasoning.

yes, exporting will just export a set of options that are different than the defaults. This can be used to create presets, which are accessed via the dropdown menus at the top of the options editor. Presets are supposed to only modify settings relevant to that specific preset. So if you wanted a preset that simply sets the output resolution to a certain size, you could make that one change, export your settings to the presets folder, and then easily access that preset for later use.

How do we make the exports available in the Presets drop down?

To make the exports available in the Presets drop down you can manually save them to their own folder here: C:\ProgramData\ASGVIS\VfS\Presets\Options and it will generate in the drop down menu (as long as you've added it to the new folder you created). Be careful not to overwrite the existing defaults though. V-Ray does not overwrite the Options folder on a re-install, so if you overwrite anything you'll have to download it from the Chaos Group website and manually re-install it.
