Changing horizon line location on screen

My horizon line always appears in the middle of the screen. Is it possible to lower the horizon line toward the bottom of the screen so that with a taller building viewed from eye level the top doesn't always get cut off?

Front View [or other as desired].
Perspective off.
Zoom as desired.
Pan.
Save as a Scene Tab for easy reuse later...

If you think about it in terms of a real camera and a real building, you can do any of three things or perhaps a combination of them.
- Point the camera up. this will lower the horizon line relative to the center of the camera's view.
- Raise the camera up--set the Eye Height up at perhaps half the height of the building.
- Use Two-point perspective which is akin to using shift on a view camera.

Or if a distorted view doesn't disturb you, you can change the field of view...
