Then you can just start by drawing the rectangles to scale. Usually begin making the exterior wall line myself. You can just draw lines, but sometimes drawing rectangles and joining them up is faster. Then you you can offset the lines for the walls.
People usually group walls, floors, and ceilings separately so that you can assign them to different layers and hide them separately while working. It is common to also group the exterior walls separate from the interior walls.
Use the tape measure tool to help in laying out walls and openings as you go.
It might be good practice to work on the 2d plan (as it sounds like you are hoping to do) first before you go into modeling the heights.
