What I'm doing is importing maps into SketchUp that do not have a scale in place and creating a scale bar which I then export to Layout to put in annotations. It seems that other people have had problems with this issue and there is no solution. Importing the image directly into Layout turns out fine but importing the image into SketchUp and then exporting into Layout reduces the image quality.
