When you click on a link to Download an extension, do that - download it as an RBZ file onto your computer.
When it's downloaded use the Extension Manager within SketchUp to install its contents for you - as Dave explained.
Do not try to open the RBZ file with SketchUp - that will not work: it must be installed, NOT opened.
