Fredo bundle VAT

Hi, I wonder why the bundle of Fredo6 is taxed at 23% for the purchase in France which is normally 20%?
I take this opportunity to point out that it is not easy to find the bundle on the site.

VAT in Ireland is 23% and for business to customer (B2C) purchases in EU our VAT is applied.

The problem is, that the shop can't handle VAT-IDs, so you have to pay the VAT even as a company...

I'm not able to enter my VAT-ID in the shop to purchase without VAT. I contacted the support and got this response:
"The only way for this to work is to make the purchase with a PayPal business account which is set up differently than an individual's PayPal account and so the VAT would not have been applied."I don't have a paypal business account (needs a separate bank account). And i never had any problems purchasing software using my normal VAT-ID.
