By some impossible chance I have found the licence page as a part of Sketchucation stuff.

Why the page is hidden, there is no link in the user profile section?
Most important thing - how one can release a licence seat? Cannot find it anywhere.
I have purchased many Fredo6 plugins and a few other.
There is no place within Sketchup to release the listed licence on the given above site/page.Please advice.
Will it be possible in the next decade to make the migration of the plugins from one machine to another (licenced) in the ease way> Same in a case of upgrading the SU version.

The licensing system is an evolving system. We test and trial new features so its final state is yet to be reached. But it is always easily available from within SketchUp...

Releasing is done from within SketchUp...
If the extension supports online seat release you can also release from https://sketchucation.com/webshop/my-licences.php

That's harder to answer. But Sketchucation Tools v5 is in the works and unifying many things into one location is the goal.
