Increase line size for extrusion

Hi all,

Does anyone know of a plug in that increase a lines thickness, enabling to extrude?

For example - see attached
I draw a free hand line, I would like to then select the line, and give it a required thickness, and then be able to extrude the line.
Very similar to pipe along path, but with a flat profile.

offset and closing the two ends with lines?

That would work to some extreme, but only offsets one direction.
I kind of need to offset both directions, ie, original line to remain center.
