ExtentionStore 3.1. window is absolutely empty. Internet connection is OK. Please help

Are you on a corporate network behind a firewall?
Could you attach a screenshot of what you see please?

You could also try clearing the cache for Internet Explorer.
In the case of the ExtensionStore² SketchUp uses IE to create its complex dialogs, irrespective of your own browser use or preferences... -
I use sketchup at home. The version is 3.1.7 - may be this is a problem? I'll try to install 3.1.8

You do not need to uninstall it. You can simply install 3.1.8 and it will overwrite 3.1.7. Have you done the IE cache erase TIG suggested? I can not see the "enclosed" screenshot. Maybe something went wrong when you posted it.

Yes, I clened IE cash, installed 3.1.8. through Extention Manager, but there still remains 3.1.7, I don't understand why

Those dialogs say SketchUcation... v3.1.7 - the current version is v3.1.8 - please up date to that [although with v2017 it shouldn't cause problems !] and restart SketchUp...
Next ideas...
In your Internet Options [Control Panel] - is it set to Medium/High security, and Medium for 'trusted sites' ?
Many dialogs use Javascript.
Do you have scripts 'enabled' in Internet Options ?Gábor ?
Also... when you installed v2017 did you do it correctly.
Here's a 'repair' fix, that will do no harm and leave any existing customization unchanged...While logged into Windows as your usual 'user'.
Close SketchUp.
Find its installer exe file - probably in your Downloads folder ?
Select the installer's icon, right-click > context-menu > "Run as administrator"
When prompted choose 'Repair'.
When it completes, restart SketchUp and retest.Installing a complex app, like SketchUp, in any other way, will cause unpredictable issues...
Often with 'permissions'.
Even if you are an administrator just 'running' the installer - e.g. by double clicking its icon - is NOT the same as doing it the right way. -
I'm not sure if it is anything to do with the problem but I see your attached images are named with Cyrillic characters(?). Does the path to your plugins folder contains non-ASCII characters? Username ?
